Phase II
of the "Breaking the Plastic Habit in ASEAN" project was successfully
launched on 18 October 2024 at the ERIA office in Jakarta. The event was
attended by more than 100 participants, both in person and online. This phase
brings together an expanded network of partner organizations, countries, and
project initiatives aimed at advancing sustainable plastic consumption across
the region. A two-day capacity-building workshop was held on 16-17 October
2024, alongside the launch event, to partner organizations for project
implementation from January to August 2025.

At the
event, Mr Reo Kawamura, Director of the Regional Knowledge Centre for Marine
Plastic Debris, emphasized, "The case studies will equip provide policymakers,
businesses, and civil society with practical skills for behavior-focused
projects. Combining Behavioural Insights with strong policies and cross-sector
partnerships will drive the changes needed to reduce plastic waste and promote
sustainability in ASEAN."

Building
on the achievements of the previous project, Phase II extends the project to
six Southeast Asian countries, broadening the scope and diversity of
initiatives. These new projects will be implemented by a wide range of organizations,
originating from academic, governmental, business, and civil society background.
The initiative also introduces a new measurement framework designed to evaluate
the impact of 'nudge' interventions, providing practical tool for policymakers
and stakeholders.

Representatives
from the Ministry of Environment and Forestry of Indonesia stated “Civil
society movements promoting initiatives such as behavioural insights can
support government efforts to manage waste sustainably. I hope the success of
this project can be scaled up and implemented in other regions of Indonesia.” The
expanded Phase II projects will use Behavioural Insights to complement existing policies, such
as bans and taxes

As ASEAN
grapples with the global challenge of plastic pollution, Phase II of the
project reaffirms the collective commitment to fostering sustainable, long-term
change. Through increased collaboration across sectors and regions, the project
is set to contribute significantly to the shared vision of a cleaner and more
sustainable ASEAN.

international organizations to share best practices, key findings, and explore
collaboration opportunities for sustainable reduction of
plastic waste in ASEAN. The event will feature keynote addresses by environmental
leaders and presentations from pilot teams representing six ASEAN countries.
Discussions will focus on how Behavioural Insights can drive long-term changes
in plastic consumption habits.

Phase I
successfully tested innovative approaches to reduce plastic waste in ASEAN
countries by `nudging` people
not to use single-use plastics. Examples
include no free plastic bags, no free plastic straws, separate garbage boxes
with display of segregated items, and awareness raising campaigns In Phase II,
the project will further explore how behavioural changes can complement
existing policies, such as bans and taxes. A new measurement framework will
also be introduced to evaluate the effectiveness of 'the Behavioural Insights
interventions. This phase will produce practical tools and case studies to
guide policymakers, businesses, and civil society in implementing behaviour-centred
solutions.

A
capacity-building workshop on 16-17 October 2024 will prepare selected partner

nâng cao, nhấn mạnh cam kết rộng lớn hơn của quốc gia đối với quản lý môi
trường và phát triển bền vững.

Sản xuất cao su tự nhiên tại Việt Nam đã trải qua sự tăng trưởng đáng
kể kể từ năm 1961. Với các đồn điền cao su rộng lớn, Việt Nam là nhà xuất khẩu
cao su lớn thứ ba trên thế giới, đóng góp khoảng 8,7% sản lượng cao su toàn cầu
(<a href="https://theinvestor.vn/vietnam-ranks-third-globally-in-rubber-export-value-d6833.html">The Investor Vietnam, 2023</a>). Năm
2021, sản lượng cao su của Việt Nam đạt 1,3 triệu tấn, với ngành công nghiệp
lốp xe tiêu thụ tới 70% sản lượng này (<a href="https://www.statista.com/statistics/1283440/total-vietnam-natural-rubber-production/">Statista, 2024</a>). Cao su của Việt Nam không chỉ
là thành phần quan trọng trong sản xuất lốp xe mà còn được sử dụng trong nhiều
lĩnh vực khác nhau, từ phụ tùng
ô tô đến thiết bị y tế. Với sản lượng đáng kể này, ngành công nghiệp cao
su của Việt Nam đang nỗ lực duy trì quyền tiếp cận thị trường EU bằng cách tuân
thủ các yêu cầu của EUDR, thúc đẩy các doanh nghiệp làm theo.

Công ty TNHH MTV Cao Su Huy Anh Phong Điền được thành lập vào năm 2014
và có trụ sở tại Thừa Thiên Huế, Việt Nam, hiện đang vận hành 3 nhà máy chế
biến—2 nhà máy tại Việt Nam và 1 nhà máy tại Lào—nơi công ty sản xuất các sản
phẩm cao su tự nhiên chất lượng cao như SVR10/TSR10, TSR20, RSS3, SVR3L,
SVRCV60, Masticated Rubber, and Compound Rubber. Với
nhu cầu về các sản phẩm cao su bền vững ngày càng tăng, Huy Anh đang mở rộng
diện tích canh tác của mình một cách đáng kể, dự kiến sẽ tăng từ 3.000 ha vào
năm 2024 lên 15.000 ha vào năm 2025. Do tính chất rộng lớn nhưng phân mảnh của
các khu vực canh tác nhỏ lẻ, điều quan trọng đối với Huy Anh là phát triển một
chuỗi cung ứng có thể truy xuất toàn diện, liên kết nhà máy, nhà cung cấp và
nhà sản xuất của mình. 

Trong một động thái quan trọng, Huy Anh đã hợp tác với KOLTIVA để đạt
được tuân thủ EUDR. Các giải pháp truy xuất nguồn gốc chuỗi cung ứng và EUDR
sáng tạo của KOLTIVA được thiết kế để giúp các công ty điều hướng những sự phức
tạp của quy định này. Thông qua sự hợp tác này, Huy Anh đặt mục tiêu nâng cao
tính minh bạch của chuỗi cung ứng, đảm bảo rằng sản phẩm của mình không chỉ bền

Publication of Situation
Assessment and Technical Guidelines&nbsp;

Phase 1 of the CaRMPAC Project
focused on a comprehensive situation assessment and the development of
technical guidelines, which aimed at preventing plastic and resin pellet
leakage from recycling facilities. This phase covered six key ASEAN cities: Pattaya,
Nonthaburi, Hanoi, Iloilo, Manila, and Vientiane. The situation assessment
revealed critical factors contributing to plastic leakage. That resulted in the
creation of technical guidelines&nbsp;and manuals tailored to each city to
improve recycling process and practices to prevent plastic leakage across both
formal and informal sectors. The outcomes of Phase 1, including the Situation
Assessment Reports and Technical Guidelines, have been published and are

Launching Phase 2: Capacity
Building Programme&nbsp;

Following the successful completion
of Phase 1, Phase 2 of the CaRMPAC Project aims to expand its reach to
additional cities and countries, including Phnom Penh, Ho Chi Minh City,
Bandung, Davao City, and others. Over the next 24 months, this phase will address
the capacity gaps identified in Phase 1, with a particular focus on informal plastic
recyclers and relevant city government regulators. The objective is to promote
responsible recycling practices and sustainable plastic management through
enhanced training, increased awareness, and improved regulatory support.&nbsp;

The CaRMPAC Project is being
implemented by the Asian Institute of Technology’s Regional Resource Centre for
Asia and the Pacific, with support from the Regional Knowledge Centre for
Marine Plastic Debris of ERIA and the ASEAN Secretariat.&nbsp;

Comprehensive Guide and Capacity Building Program Announced to Combat Marine Plastic Pollution in ASEAN Cities

ERIA’s
Regional Knowledge Centre for Marine Plastic Debris, in collaboration with
Brunei Darussalam’s Department of Environment, Parks and
Recreation and the GIZ, explored Brunei's strategies to tackle plastic
pollution and the private sector's role in championing plastic circularity.

Titled
"Private Sector Initiatives to Reduce Marine Plastics: Brunei's Journey to
Plastic Sustainability: Hands-on Initiatives in Action," the event, organised
as part of Brunei Darussalam’s World Environment Day event series, brought
together professionals from the public and private sectors, along with civil
society, to explore innovative solutions and best practices in addressing
plastic pollution. Over 108 attendees from the ASEAN region and beyond took
part in the event, actively participating in the Q&amp;A session.

The
seminar began with the Director of the Regional Knowledge Centre, Mr Reo Kawamura emphasising the critical importance of
collaboration between governments, private companies, and academia to address
the global plastic pollution challenge and achieve peaceful coexistence with the natural environment. Ms Hajah Martinah Haji Tamit,
Director of Brunei Darussalam's Department of Environment, Parks and
Recreation, outlined the challenges of plastic waste management and reaffirmed
Brunei's commitment to tackling plastic pollution alongside other ASEAN member
states. She also highlighted Brunei's active involvement in United Nations
negotiations to develop a global treaty on plastic pollution. Mr Phong Giang,
Advisor for GIZ 3RproMar and AMUSE programmes in ASEAN, detailed GIZ's initiatives across
ASEAN countries, which include supporting government regulations, promoting
circular economy solutions, and engaging with the private sector on upcoming
global plastic treaties.

Mr
Michikazu Kojima, Senior Research Fellow on Environmental Issues at ERIA,
highlighted Asia's plastic pollution crisis and underscored the need for a life
cycle approach. He emphasised the private sector's role in developing
sustainable materials, designing reusable products, and improving waste
management systems. Mr Mims Sidi from Tebalik Plastik shared their goals to close the loop of plastics, by transforming plastic
waste into sustainable products, supporting a circular economy and aligning
with regional and global sustainability objectives. Ms Trish Lai of Kaimana
Brunei discussed the challenges of the refill business which
can contribute to reduction of packaging waste, for example, high
consumer spending abroad, a small local market, expensive shipping, lack of
manufacturing capacity, and the necessity of focusing on niche products with
anchor points. Ms Wendy Han from Precious Plastic Brunei highlighted
initiatives aimed at raising awareness and mobilising local communities against
plastic waste. She also showed how local communities can create a
plastic recycling facility on their own. Prof Scott Valentine provided insights into
how the lack of perceived value in plastic waste is a root cause and proposed
economic solutions like deposit schemes and plastic bag surcharges to
incentivise responsible plastic use and recycling. He also responded to a participant’s question as to
how to tackle the overwhelming plastic waste issue, by encouraging citizens to
support businesses like Tebalik Plastik, Kaimana, or Precious Plastic, and start contributing in a small way.

This seminar highlights the continuous involvement of
ERIA’s Regional Knowledge Centre for Marine Plastic Debris in tackling the
intricate challenges linked to marine plastic debris. By encouraging
collaboration and advancing innovative approaches, the Centre remains dedicated
to assisting and showcasing companies and organisations actively addressing

19 April 2024: A successful webinar hosted by ERIA’s Regional Knowledge Centre for Marine Plastic Debris, in collaboration with the National Environment Agency (NEA) Singapore and the GIZ 3RproMar partnership program, supported by the Singapore Environment Counsil (SEC) shed light on Singapore's private sector strategies for promoting plastic circularity. The event, titled 'Private Sector Initiatives to Reduce Marine Plastics: Toward Plastic Circularity: Good Practices from Singapore,' brought together practitioners from across the public and private sectors, as well as civil society to discuss innovative solutions and best practices in tackling plastic pollution. More than 100 people from ASEAN region and beyond watched the event and participated in the Q&amp;A session.&nbsp;

The Regional Knowledge Centre for

Công ty TNHH Việt Nam Meiwa là&nbsp;doanh nghiệp&nbsp;100% vốn&nbsp;đầu tư&nbsp;Nhật Bản, được thành lập từ năm 1894, chuyên sản xuất linh kiện điện tử, gốm sứ cách điện cao cấp, lõi ferit, lõi gốm cho cuộn cảm... Dự kiến, mỗi năm hệ thống phát ra 2.448MWh, tiết kiệm gần 5 tỷ đồng/năm, giảm phát thải hơn 1.767 tấn CO₂, tương đương trồng mới 77.862 cây xanh, tuổi thọ hệ thống lên đến 30 năm, an tâm sử dụng điện mặt trời cho hoạt động sản xuất kinh doanh, gia tăng năng suất sản phẩm.
